Tier 2, “Mainstream pro-Israel”
A senior appropriator on the State and foreign-operations subcommittee who in November 2023 co-led, with Reps. Brad Schneider, Hillary Scholten and Ritchie Torres, a statement of some 70 Democrats rejecting “from the river to the sea” as “a rallying cry for the destruction of the State of Israel and genocide of the Jewish people,” which also backed “Israel’s right and obligation to defend itself.” She split from most Democrats to vote for the February 2024 Israel-only supplemental, for the June 2024 amendment barring the State Department from citing Gaza Health Ministry casualty figures and for the November 2024 bill letting the Treasury strip the tax exemption of nonprofits it deems terror-supporting, voted No on the July 2026 Massie amendment, on which Democrats divided 103 to 98, and voted for the April 2024 package, H.Res.894 and the Antisemitism Awareness Act; she voted against the November 2023 Republican bill — saying “Our aid and our commitment to Israel must be prompt, significant, and unconditioned” — and against H.R.8369, the 2024 ICC bill and the September 2026 anti-boycott bill. She was an original cosponsor of Rep. Bera’s December 2023 resolution on aid to Gaza’s civilians, which also affirms Israel’s right to defend itself, signed the September 2025 Schneider–Raskin letter to Netanyahu opposing West Bank annexation and Rep. Amo’s November 2025 letter on Gaza’s starvation (“People are dying of starvation, including over 100 children”), and cosponsored the West Bank Violence Prevention Act (Aug 2026) and the U.S.-Israel Defense Partnership Act (2025).
A 2. She co-led the November 2023 statement of House Democrats rejecting “from the river to the sea,” which backed Israel’s “right and obligation to defend itself,” and that month called for aid to Israel that is “prompt, significant, and unconditioned.” She split from most Democrats toward the pro-Israel end on the February 2024 Israel-only bill, the June 2024 ban on citing Gaza’s casualty figures and the November 2024 bill letting the Treasury strip the tax exemption of nonprofits it deems terror-supporting, voted No on the July 2026 Massie amendment, and signed the April 2024 Gottheimer–Wilson letter urging Speaker Johnson to bring the Senate’s national-security supplemental, with its aid to Israel, to “an immediate vote” and the January 2025 letter urging the ICC to rescind its warrants. None of it is leadership. What places her at 2 is Rep. Amo’s November 2025 letter she signed (“People are dying of starvation, including over 100 children”), which records that “the Netanyahu government barred all aid from entering Gaza” from March to late May 2025 and makes no appeal to Israel’s self-defense, together with her August 2026 cosponsorship of the West Bank Violence Prevention Act. Counter-case: 1/2, since her own words on Gaza’s civilians have come only beside Israel’s fight against Hamas, and the Amo letter is addressed to the State Department.
