Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

In March 2025, during the deportation cases against student protesters, he led a five-member letter to Secretary Rubio and Attorney General Bondi thanking them for working “to remove pro-Hamas agitators from our university campuses,” saying the signers were “thrilled” that the administration had begun “the process of deportation” in some cases, and urging a probe of Columbia Students for Justice in Palestine and Within Our Lifetime, which it said act “under the guise of Palestinian ‘liberation.’” In September 2024 he joined 37 Republicans in a letter calling UNRWA “Hamas accomplices” and attacking a “partial arms embargo on Israel”; in October 2023 he signed Rob Wittman’s letter to speed arms sales to Israel, and he cosponsored the 2024 ICC sanctions bill. He voted for every tracked Israel measure — the Israel-only supplementals (Nov 2023, Feb 2024), the April 2024 package, the bill to force the paused bomb shipment (May 2024), ICC sanctions (Jun 2024 and Jan 2025), the amendment barring the State Department from citing Gaza Health Ministry casualty figures (Jun 2024) and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, with a real case for a clean 1. The votes are zero-daylight and no concern for Palestinian civilians in his own words was found, which rules out a flat 2. His March 2025 letter is a personal push for enforcement against Palestine-solidarity campus groups — closer to leadership on the issue than his cosponsorships — but it is a single five-member letter rather than authored legislation (0 of 61 sponsored bills and resolutions) or a sustained campaign. Counter-case: a clean 1 if leading that letter, which welcomed deportations of student protesters, is read as driving enforcement on Israel's behalf.
