Tier 1, “Firmly pro-Israel”

Position

First-term Republican and former Green Beret who marked 500 days since October 7 (February 2025) by saying “Israel has the right to defend itself, and as Americans, we have a moral duty to stand by our greatest ally”, and on the October 2025 anniversary said Israel “has borne the heavy cost of defending itself against barbaric terrorists”, warning that every dollar reaching Hamas and every word spoken in its defense “empowers the same evil that carried out the atrocities of October 7” and calling for “the complete defeat of Hamas.” He was an original cosponsor of the June 2025 resolution condemning antisemitic attacks after Boulder and of a July 2025 resolution condemning the slogan “Globalize the Intifada”, and cosponsored the U.S.–Israel Defense Partnership Act and the Unmasking Hamas Act (March 2025), the Antisemitism Awareness Act (September 2025) and, in July 2026, a bill directing the Treasury to list the Council on American-Islamic Relations as a Specially Designated Global Terrorist. In March 2025 he backed the deportation of Columbia activist Mahmoud Khalil: “If you side with Hamas, you forfeit your place in the United States.” Since taking office in January 2025 he has voted for the ICC-sanctions bill, the FY2027 State Department bill and the September 2026 anti-boycott bill, and against the Greene (2025) and Massie (2026) cuts to Israel’s military aid.

Why this tier

A 1, on a pattern of measures aimed at Palestine-solidarity activists and groups in the United States. He was an original cosponsor of the July 2025 resolution condemning the slogan “Globalize the Intifada,” which urges national, state and local leaders to condemn it. In March 2025 he cosponsored the Unmasking Hamas Act, which creates a criminal offense for wearing a disguise while interfering with another person’s rights, and backed the deportation of Columbia activist Mahmoud Khalil: “A green card is not a free pass to spread extremism under the guise of activism. … If you side with Hamas, you forfeit your place in the United States.” In July 2026 he cosponsored the bill to list CAIR, the Council on American-Islamic Relations, as a Specially Designated Global Terrorist, and in September 2026 he voted for the anti-boycott aid ban for colleges. Every vote since January 2025 is zero-daylight, and his statements frame the war wholly as Israel’s self-defense, with no word for Palestinian civilians. Counter-case: a 1/2. Other members wrote all of these measures, and he holds no caucus role.
