Paula Elaine Kay

D · New York State Assembly, District 100 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

A2139-A (IHRA codification) cosponsor, in her first term. She was also one of 133 multi-sponsors of K509, the May 2025 Assembly resolution congratulating Israel on its 77th anniversary. Her committee assignments — Agriculture, Economic Development, Environmental Conservation, Insurance, Racing and Wagering, Veterans’ Affairs — include neither Governmental Operations nor Codes, the two that reported A2139-A out, so she cast no recorded vote on it, and the bill has never reached the floor. Certified uncontested for the Democratic designation in AD-100.

Why this tier

A 1/2, on a thin record: two signatures and no words of her own on Israel. In her first term she cosponsored A2139-A, the bill to codify the IHRA definition of antisemitism in New York, and in May 2025 she was one of 133 multi-sponsors of K509, the Assembly resolution congratulating Israel on its 77th anniversary. Neither is leadership: she wrote neither text, and her committees do not include Governmental Operations or Codes, the two that reported the bill out, so she cast no recorded vote on it. She was quoted in July 2025 condemning egg-throwing attacks on Hasidic Jews in Fallsburg (“Antisemitism has no place in our community or anywhere …”), but no statement of hers on Israel, Gaza or Palestinian rights has been found in either direction, so there is no expressed concern for Palestinian civilians. Two signatures on texts others wrote are a slender basis for any placement.
