Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”
Refuses AIPAC money; backed blocking offensive arms and, at the October 2026 MPR News debate, said “right now I would not support additional offensive weapons or military aid to Israel under Benjamin Netanyahu”; backs “Palestinian self-determination”; called the strikes on Gaza a genocide at the July 2026 MPR News debate, after stopping short of the word earlier in the primary. Wants aid surged into Gaza. She frames all of this within support for two states and a secure Israel.
A liberal-progressive profile that backs a secure Israel while condemning the conduct of the war. Flanagan says she would vote to halt offensive weapons sales to Israel and refuses AIPAC money (“My values do not align with AIPAC,” she said at the July 2026 MPR News debate), calls Gaza’s suffering horrific, and backs Palestinian self-determination and surging aid — the offensive-arms-conditioning commitment is what sets her apart from a mainstream 2. She has since used ‘genocide’ for the strikes on Gaza, at the July 2026 MPR News debate, after stopping short of the word earlier in the primary, and faulted Craig for voting against an amendment cutting more than three billion dollars in assistance to Israel. What still argues for 3 rather than 4 is the shape of the commitment — a cutoff tied to Netanyahu’s government rather than a full embargo, inside a two-state, secure-Israel frame (“one of those states should absolutely be Israel,” October 2026) — but the genocide language is what carries her onto the 3/4 edge rather than a settled 3.
