Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Cosponsored and voted for the May 2024 bill to force delivery of the paused weapons (H.R.8369), saying Biden had withheld arms “to appease the radical pro-Hamas wing of the Democrat Party” and that “anyone who attempts to prevent them from doing so is siding with Hamas” (May 2024). He backed the November 2023 Israel-only supplemental as giving Israel “the resources necessary to completely eradicate these terrorists,” and in April 2024 voted for the Israel package (H.R.8034) while voting against the Ukraine package, saying “Israel is fighting for its very existence, and we cannot abandon them.” He also voted for the February 2024 Israel supplemental, both ICC-sanctions bills, H.Res.894 and the September 2026 college anti-boycott bill, against the 2025 Greene and 2026 Massie cuts, did not vote on the 2024 amendment barring State Department use of Gaza Health Ministry casualty figures, and was an original cosponsor of the 2026 Replace UNRWA Act (H.R.9680). In a joint statement released Oct 23, 2026 with Tom Emmer, Michelle Fischbach and Brad Finstad, he condemned commentator Hasan Piker’s scheduled appearance with Rep. Ilhan Omar and State Sen. Omar Fateh, saying Piker “declared he would vote for Hamas over Israel” and that “Antisemitism, hatred, and the glorification of terrorism and political violence have no place in Minnesota or anywhere in the United States.”
A 1/2, not a clean 1. The voting record is zero-daylight, and his statements cast any limit on arms as “siding with Hamas” — sharp partisan rhetoric, but aimed at Biden and Democrats rather than at Gaza or Palestinians, and not a sustained brand. His cosponsorships of the bill forcing delivery of the paused bomb shipment and the anti-UNRWA bill are support, not authorship; he has written no Israel legislation and holds no Israel caucus role. No concern for Palestinian civilians surfaced, which rules out a flat 2. Counter-case: a clean 1 only if the “siding with Hamas” line is read as the hardline register that marks a 1.
