Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”
He is an Air Force veteran and former NSA Technical Director for Cyber Analysis. His campaign priorities page (as posted in October 2026) condemns Hamas and October 7 and says “Israel has the right to defend itself,” but cites the Amnesty International, Human Rights Watch and UN Commission of Inquiry findings of genocide in Gaza — “We cannot simply ignore the findings of the world’s leading human rights institutions” — and pledges: “Military aid must be conditioned on compliance with the laws of war and the terms of the ceasefire. Support for the Ceasefire Compliance Act follows from that principle.”
A 3/4. He makes the Israel-specific conditioning pledge a challenger can make — military aid “must be conditioned” on the laws of war and the ceasefire terms — and names the bill he would back, Rep. Casten’s Ceasefire Compliance Act (H.R.7645, which bars the use of U.S.-origin weapons in Gaza and the West Bank unless conditions are met, with Iron Dome and other defensive systems exempt), and he refuses to set aside the genocide findings. What holds him short of 4 is that he never uses “genocide” in his own voice, the bill he names is a conditions-based instrument weaker than Block the Bombs, and his framing opens with Hamas’s charter and October 7 and closes on being “a true ally to Israel and a champion of Palestinian rights at the same time.” Counter-case: a flat 3, for a single conditioning step held inside a right-to-defend frame.
