Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
In the Sept 27, 2026 debate with Rep. Tom Kean Jr. she backed “a two-state solution” and said “What the Netanyahu administration is doing is not in the best long term interests of Israel,” adding, per the New Jersey Globe, that she would hold Israel to the same standards as other American allies. In August 2025 she told Jewish Insider that “Israel has a right to defend itself and has a right to exist” and that the United States “needs to be able to support Israel,” and the outlet reported she backed continuing aid “without restrictions or conditions.” A Navy veteran and health-care executive endorsed by J Street PAC, she is the Democratic nominee in NJ-7. Asked by Gothamist, in an interview published October 11, 2026, whether Israel’s actions are a genocide, yes or no, she avoided the question, the outlet reported, saying instead: “We need to work towards a two-state solution in the Middle East. … We need to work towards long-term stability in the region.” In NorthJersey.com’s October 22, 2026 voter guide she called Israel an “important ally of ours in the Middle East from an intelligence perspective” but said what is happening now is not in the “best long-term interest of Israel” or of the United States; the outlet’s editorial board, endorsing her the same day, wrote that she said aid to Israel should be judged by U.S. interests and the standards applied to other allies but declined to say whether Israel is meeting those standards or what she would do if it fails that test.
A 1/2, open to a flat 2. Her stated record is reliable support — Israel's right to exist and defend itself, aid without conditions (2025), a two-state frame — with no leadership on the issue and no concern for Palestinian civilians in her own words; her 2026 criticism is of Netanyahu, measured by Israel's own long-term interest. The counter-case for a flat 2 is the 2026 drift: distance from Netanyahu's conduct in Gaza and a stated intent to hold Israel to the same standards as other allies, which reads as daylight even if it is not yet a conditioning pledge. Against that drift, NorthJersey.com’s editorial board reported in October 2026 that she declined to say whether Israel meets those standards or what she would do if it does not.
