Tier 1, “Firmly pro-Israel”

Position

Author of the resolution censuring Rashida Tlaib “for promoting false narratives regarding the October 7, 2023, Hamas attack on Israel and for calling for the destruction of the state of Israel,” which the House adopted 234-188 in November 2023 after he filed it as a privileged resolution, calling it a response to “her antisemitic and racist actions.” In May 2024 he led 104 colleagues in a letter demanding Biden explain the delayed weapons shipments, saying Biden was appeasing “the Hamas wing of his party” and must ensure “Israel has everything it needs to finish off Hamas.” He was an original cosponsor of the 2024 ICC sanctions bill (but did not vote on it) and voted for the Israel-only supplementals (Nov 2023, Feb 2024), the April 2024 package, the bill to force the paused bomb shipment (May 2024), the January 2025 ICC sanctions, the amendment barring the State Department from citing Gaza Health Ministry casualty figures (Jun 2024) and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts.

Why this tier

A clean 1. He wrote and forced to a vote the censure of Rashida Tlaib, a Palestinian American member, over her words on Israel and Gaza, and led 104 colleagues in a letter against the 2024 arms pause — personal leadership well beyond a reliable vote — on top of a zero-daylight voting record. In October 2023 he blamed Hamas's “human shields” for putting innocents in harm’s way, and in the November 2023 censure debate he said “my heart goes out to the Palestinian people—it truly does—especially those people who were bombed in the hospital, which my colleague knows wasn’t from the Israelis”: sympathy that clears Israel rather than questioning its conduct.
