Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
North Carolina Republican who has voted for every tracked Israel measure and framed the war as Israel's self-defense: in April 2024, applauding UNC Charlotte for denouncing a student-government resolution against Israel's conduct of the war, he said Israel “has shown great restraint in its actions” and that “It is in the United States' and the entire world's best interest that Hamas is eliminated,” allowing only that “it is right for the students to be concerned about the suffering of all civilians” before faulting them for not blaming Hamas. He was an original cosponsor of H.Res.771, “Standing with Israel” (Oct 2023), and voted for the Israel-only supplementals of November 2023 and February 2024 and the April 2024 package, the censure of Rashida Tlaib, H.Res.894, the May 2024 bill to force the paused bomb shipment, both ICC-sanctions bills (Jun 2024, Jan 2025), the June 2024 amendment barring use of Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. In July 2026 he cosponsored the bill to replace UNRWA. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2. Every vote is pro-Israel, and his one nod to civilian suffering (Apr 2024) came inside a statement rebuking students for criticizing Israel, in the same breath as Israel's “right to defend itself” and its “great restraint” — not concern for Gaza's civilians in its own right. He has no leadership on the issue: none of his 144 sponsored measures concerns Israel, and he leads no Israel caucus. Counter-case: a clean 1 if praising Israel's “great restraint” six months into the genocide, while urging that Hamas be eliminated, is read as the hardline rhetoric that marks a 1.
