Tier 1, “Firmly pro-Israel”
As West Virginia treasurer he called the state’s 2021 anti-BDS contracting law, the Anti-Discrimination Against Israel Act, “a top priority for my administration” and urged the Senate to pass it; in 2022 he pressed Unilever to end Ben & Jerry’s boycott — “Unilever’s inaction can be interpreted as tacit support for Ben & Jerry’s boycott of the country” — and joined 17 other state financial officers in a letter pressing Morningstar over ratings they said aligned with BDS. In Congress since 2025 he has voted Yea on the ICC-sanctions bill and the September 2026 anti-boycott bill, No on the 2025 Greene and 2026 Massie cuts, and Nay on every 2026 Iran war-powers resolution and the June 30 Lebanon resolution, and he was an original cosponsor of McDowell’s Unmasking Hamas Act (H.R.2065), which raises penalties for masked protesters who violate others’ rights or damage federal property, and of H.Res.447 on the killing of two Israeli embassy staffers. His own July 2025 resolution on persecuted Christians states that “in Gaza, Christians live as an extreme minority with almost no rights under Hamas”; his House releases carry no statement on Israel or Gaza.
A clean 1, on his record as West Virginia treasurer. He made the state’s anti-BDS law a priority of his office and lobbied for its passage, then used the office against Ben & Jerry’s boycott and Morningstar’s ratings — anti-BDS enforcement of the kind that marks a 1 rather than a reliable vote, as with Patronis in Florida. His House votes are zero-daylight, no concern for Palestinian civilians surfaced, and his own July 2025 resolution, written during the genocide, names only Hamas as a threat to Gaza’s Christians. Counter-case: a 1/2 if acts as a state official before Congress are discounted — the law was a delegate’s bill he championed rather than wrote, the Unilever and Morningstar steps were a public statement and a coalition letter, and in the House his Israel record is votes and cosponsorships.
