Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
As vice chairman of the House Armed Services Committee, he led a 38-member letter days after October 7, 2023, to Secretary Blinken urging expedited weapons sales and military financing for Israel: “Israel requires our unequivocal support.” He called Biden’s May 2024 pause on a bomb shipment “an insult to our only true democratic ally in the Middle East,” backing Israel’s “mission to eliminate Hamas terrorists,” and was an original cosponsor of the bill to force those deliveries. He voted for every tracked Israel measure: the Israel-only supplementals (Nov 2023, Feb 2024), the April 2024 package, ICC sanctions (Jun 2024 and Jan 2025), the amendment barring the State Department from citing Gaza Health Ministry casualty figures (Jun 2024) and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2, not a clean 1. The record is zero-daylight; his only mention of Palestinian civilians (Oct 2023) blamed Hamas for keeping them in war zones as “human shields” inside a stand-with-Israel op-ed, which is not concern of his own and rules out a flat 2. He has written no Israel legislation and leads no Israel caucus. Counter-case: a clean 1 if leading the October 2023 letter to speed arms to Israel — a single act, though a proactive one by a senior Armed Services member — is read as leadership.
