Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Voted for every tracked Israel measure since October 2023 — both Israel-only supplementals (H.R.6126, Nov 2023; H.R.7217, Feb 2024), the April 2024 aid package (H.R.8034), the bill to force the paused bomb shipment (H.R.8369, May 2024), both ICC-sanctions bills (Jun 2024, Jan 2025), H.Res.894 (which states that anti-Zionism is antisemitism) and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie amendments to cut Israel’s military aid. Of Hamas and Hezbollah he said, “Like the Nazis of World War II, their only goal is to kill Jews and anyone who dares support Israel,” adding that Israel “has every right to defend itself completely” (Oct 2023). In the second week of the genocide he led a 107-member letter asking Egypt to set up safe zones and aid corridors in southern Gaza; his statement opened “Israel has every right to defend itself from Hamas’s terrorism,” and the letter asserted that “Israel’s military operations inside Gaza are designed to avoid civilian casualties” (Oct 2023). He explained his April 2024 Yea as a vote “to send weapons to three democratic nations under attack or threat by our enemies.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, not a clean 1. Every Israel vote sits at the pro-Israel end, including the bill forcing delivery of the paused bomb shipment and both ICC-sanctions bills, and he voted against both amendments to cut Israel’s military aid. His one Gaza humanitarian initiative, the October 2023 letter to Egypt, was framed around Israel’s right to defend itself and vouched for the conduct of the assault, so it does not read as concern for Palestinian civilians in his own voice, which rules out a flat 2. There is no leadership on the issue: he has written no Israel legislation and holds no Israel caucus role, his Nazi comparison was aimed at Hamas and Hezbollah rather than forming a brand of rhetoric about Gaza, and his campaign site has no Israel plank. Counter-case: leading a 107-member letter on Gaza could be weighed toward 1, while the letter’s call for a “steady supply of humanitarian assistance” to Gazans is the strongest argument for 2.
