Tier 1, “Firmly pro-Israel”

Position

A pro-Israel champion. He introduced the Israel Supplemental Appropriations Act of 2023 (S.3168, funding Iron Dome and Iron Beam while stripping all aid to Gaza) and led the standalone-Israel-aid push through repeated Senate-floor unanimous-consent attempts, voted against the $95B package — among his stated reasons, that it funded aid to Gaza as well — and voted No on the Sanders arms-block resolutions. At his final 2026 debate with Adam Hamilton he called Israel one of America’s greatest allies: “They are the only democracy in a very troubled, troubled area” (KCUR, October 21, 2026).

Why this tier

A clean Tier 1, on many counts. He wrote Israel legislation: he is the sponsor of the Israel Supplemental Appropriations Act of 2023 (S.3168), standalone aid that would fund Iron Dome and Iron Beam and, in his office’s words, strip “all aid to Gaza that could be funneled to Hamas terrorists.” He then made himself the Senate’s public face for standalone Israel aid, going to the floor six times by April 2024 to ask for unanimous consent to pass it. He voted against the $95 billion package that April; his office’s statement objected on the southern border and Ukraine and said the package “funds both sides of the Israel-Hamas war with aid to Gaza as well.” He has voted against every Senate resolution to block an arms sale to Israel. His concern for Gaza’s civilians has come in passing, in TV interviews in mid-2025 — “We’re tired of the killing in Gaza” (June) and “Israel needs to end this war one way or another. We need to stop this famine” (July 31), in the same answer that dismissed Palestinian statehood.
