Tier 1, “Firmly pro-Israel”

Position

Co-chair of the Congressional Israel Allies Caucus since January 2025 and a prolific author of Israel legislation: the Uncovering UNRWA’s Terrorist Crimes Act (H.R.7202, Feb 2024; reintroduced as H.R.1252, Feb 2025), H.Res.1041 condemning the International Court of Justice’s January 2024 provisional measures in South Africa’s genocide case (Feb 2024), and the U.S.-Israel FUTURES Act on joint defense technology (H.R.7540, Feb 2026). Introducing the ICJ resolution he attacked bodies “falsely calling Israel genocidal, which is exactly the propaganda Hamas and Iran want the world to believe” (Mar 2024); with Brad Sherman he led a letter urging ICJ President Nawaf Salam to recuse himself or face sanctions over “this sham anti-Israel case” (Mar 2024); he called UNRWA “one of the largest money laundering and child-trafficking organizations in the world” (Feb 2024); and he demanded that Rashida Tlaib be barred from classified briefings, saying “these leftists’ districts elect terrorist sympathizers to office” (Oct 2023). He voted for every tracked Israel measure — both Israel-only supplementals, the April 2024 package, the bill forcing delivery of the paused bomb shipment (H.R.8369), both ICC-sanctions bills, H.Res.894 and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A clean 1. He leads on Israel by every measure here: he co-chairs the Israel Allies Caucus, has written a run of Israel bills and resolutions — defunding UNRWA, condemning the ICJ’s genocide-case order, deepening U.S.-Israeli military-technology ties — and led the push for the ICJ’s president to recuse himself or face sanctions. His rhetoric dismisses the genocide charge as Hamas “propaganda,” and in demanding that Rashida Tlaib be barred from briefings he said “these leftists’ districts elect terrorist sympathizers to office”; his votes are zero-daylight. There is no counter-case.
