Tier 2, “Mainstream pro-Israel”
A mainstream pro-Israel Democrat: DMFI-endorsed; his campaign says he “generally does not believe we should withhold aid from a critical ally like Israel” while urging “other means of pressure on the Israeli government”; and he disagreed with his state party’s arms-embargo and genocide resolution — but says Israel must get humanitarian aid into Gaza “right now,” calls the civilian toll devastating, and backs a two-state solution. As governor he signed North Carolina’s 2017 law requiring state divestment from companies that boycott Israel and the 2024 SHALOM Act, which wrote the IHRA working definition of antisemitism, with its contemporary examples, into state law.
A flat Tier 2, resting on his genuine concern for Palestinian civilians. He has a reliable pro-Israel record — DMFI endorsement; as governor, his signature on the 2017 law divesting state funds from companies that boycott Israel and on the 2024 SHALOM Act adopting the IHRA definition of antisemitism; his campaign’s statement that he “generally does not believe we should withhold aid from a critical ally like Israel”; and disagreement with his state party’s resolution on Israel — but no leadership on the issue (no authored Israel legislation or maximalist brand). What holds him at a flat 2 rather than 1/2 is his own Gaza-civilian consideration: Israel must let humanitarian aid in “right now,” his campaign urges “other means of pressure on the Israeli government” to get food to people, and the toll on civilians is devastating. No conditioning act, so not a 3.
