Russ Fulcher

R · U.S. House, ID-1 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Said after October 7, “I fully support Israel’s response to the acts of terrorism by Hamas,” adding that Hamas seeks the “genocidal eradication of Israel” (Oct 2023), and cosponsored and voted for the June 2024 bill to sanction the ICC over its prosecutor’s requests for warrants for Israeli leaders, calling them “misguided arrest warrants against democratically elected officials.” He was an original cosponsor of the May 2024 bill to force delivery of the arms Biden had paused, and voted for every tracked Israel measure: the Israel-only supplementals (Nov 2023, Feb 2024), the April 2024 package, ICC sanctions (Jun 2024 and Jan 2025), the amendment barring the State Department from citing Gaza Health Ministry casualty figures (Jun 2024) and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. At a June 2026 phone town hall he noted that the 10-year aid agreement expires in 2028 and said the U.S., with Israeli leaders' support, is trying to wind down the yearly aid, which may be replaced with closer military cooperation. Asked in iVoterGuide’s 2026 general-election questionnaire whether the U.S. relationship with Israel is important, Fulcher answered: “Yes. Israel is one of the United States’ most important allies, sharing common values of freedom and democracy as well as cultural and religious ties. I support strong U.S.–Israel cooperation, as Israel plays a key strategic role in regional stability and U.S. security interests. I firmly back Israel’s right to defend itself.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, not a clean 1. The votes and statements are zero-daylight and no concern for Palestinian civilians in his own words was found, which rules out a flat 2; his June 2026 remarks on winding down the aid agreement follow Netanyahu's own plan rather than any step toward conditioning. There is no leadership on the issue: no authored Israel legislation (none of his 51 sponsored bills and resolutions or his one amendment) and no caucus or fundraising role, only cosponsorships of others' bills.
