Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”
Block the Bombs co-lead — conditions/blocks offensive arms — but NOT a cosponsor of the H.Res.876 genocide resolution; supports defensive (Iron Dome) aid and has not declared 'genocide.' She signed the 2024 letter urging a halt to weapons transfers, and has called for a bilateral ceasefire and an end to the blockade. Other letters she signed urged the State Department to affirm U.S. opposition to the forced displacement of Palestinians from Gaza (January 2024), backed refugee status for Gazans who are close relatives of U.S. citizens and permanent residents (June 2024), urged President Biden to sanction Israeli ministers Smotrich and Ben-Gvir over incitement of settler violence (October 2024), demanded answers on the detention of the student activist Mahmoud Khalil (March 2025), urged Secretary Rubio to demand that Israel “immediately facilitate a massive surge of humanitarian aid” into Gaza, infant formula included (August 2025), and urged the State Department to warn Israel off the annexation bills and the E-1 settlement and to reimpose sanctions on those behind West Bank violence (January 2026). She also voted for the 2024 Israel aid package and backs a two-state solution. On Mar 12, 2026 she and Senator Peter Welch introduced the bicameral Justice for Hind Rajab Act, requiring the US government to investigate those responsible for killing five-year-old Hind Rajab, her family and the paramedics sent to rescue her; she called it “Hind Rajab’s murder.” Jacobs co-led the Stop the Settlements Act (H.R.10642, introduced Oct 1, 2026), which would require the President to sanction those who build or expand Israeli settlements in the West Bank and Gaza and ban imports of settlement goods, saying “As long as the U.S. stands idly by, we’re knowingly supporting Israel’s coordinated strategy to consolidate Israeli control and prevent Palestinian statehood.” In September 2026 Jacobs also signed the Dexter–Ruiz letter seeking the release of Gaza pediatrician Dr. Hussam Abu Safiya from Israeli detention without charge (Sep 8) and a 72-member letter urging Netanyahu to contain settler violence in the West Bank and “halt further settlement approvals” (Sep 24). Jacobs signed the 27-member statement led by Jim McGovern explaining the July 15, 2026 Massie Aye, which says existing human rights conditions on US security assistance “have not been meaningfully enforced.” In an October 2026 interview with the San Diego Union-Tribune she said she would wait for the State Department or the International Criminal Court to call Israel’s conduct in Gaza a genocide, by the paper’s account, adding that she tries to “hold the same standard as I do for every other conflict.” In June 2026 Jacobs signed a letter to Secretary of State Marco Rubio, led by Reps. Becca Balint and Joaquin Castro, on Israel’s operations in southern Lebanon, saying Israel’s “targeted, mass destruction of civilian homes and infrastructure does not constitute Israeli self-defense” and asking that, if U.S.-origin arms were confirmed in those operations, the administration “stop arms transfers being used in these operations until these violations cease”; the letter also affirmed that “Israel has a right to defend itself.”
A 3/4. She co-leads Block the Bombs (original cosponsor, May 21, 2025), voted Aye on the July 2026 Massie amendment and is the House lead on the Justice for Hind Rajab Act (an accountability bill, not a conditioning one); she also co-signed the May 2024 Jayapal–Dean letter urging the administration to withhold certain offensive military aid to preempt an assault on Rafah, and the McGovern statement explaining the Massie Aye. Against that: not an H.Res.876 cosponsor, ‘always’ supports Iron Dome and defensive aid, voted for the 2024 aid package (as humanitarian) after signing the April 2024 letter urging Speaker Johnson to bring the Senate’s national-security package, with its aid to Israel, to “an immediate vote,” backs a two-state solution, and declines ‘genocide’ — in October 2026 she told the San Diego Union-Tribune she would wait for the State Department or the International Criminal Court to make that finding. That record holds her at 3/4 rather than Tier 4, even as a bill co-lead.
