Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Wisconsin Republican who in March 2024 organized a letter, joined by 50 House Republican colleagues, asking Speaker Johnson to invite Netanyahu to address a joint session (“I've been organizing members from the Republican Conference this week to sign onto a letter”), then put the request to Netanyahu himself on a congressional trip to Israel (“I asked the prime minister myself if he would come speak”) and welcomed the announcement of the July 2024 address. He said “Congress must remain steadfast in our support of one of our greatest allies as Israel fights to defend itself against terrorism and bring home the hostages” (Apr 2024) and backed Israel's June 2025 strike on Iran. He has voted the pro-Israel side of every tracked measure — Iron Dome replenishment (2021), the 2023–24 Israel supplementals, H.Res.894, the Antisemitism Awareness Act, the May 2024 bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, the Gaza casualty-figures amendment and the September 2026 anti-boycott bill — and against the 2025 Greene and July 2026 Massie cuts.

Why this tier

A 1/2, with a real case for a clean 1. The record is zero-daylight — every tracked Israel vote, and statements framed only around Israel's self-defense and the hostages, with no concern for Palestinian civilians — so a flat 2 is out. What pulls toward 1 is that he personally organized the 2024 House Republican push to bring Netanyahu before Congress, including asking Netanyahu in person; held at 1/2 because it is a single campaign rather than authored legislation (none of his 80 sponsored measures concerns Israel), a caucus role or a hardline brand. Counter-case: a clean 1 if organizing the joint-address invitation is read as leadership on Israel rather than a one-off letter.
