Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Calls himself “one of the most vehement defenders in Congress of the State of Israel.” He voted for the Israel-only supplementals that carried no humanitarian aid (H.R.6126, Nov 2023; H.R.7217, Feb 2024), the Israel Security Assistance Support Act, ICC sanctions and the Antisemitism Awareness Act, and against Greene's 2025 amendment to cut $500 million in Israeli missile-defense aid, but voted against the April 2024 package (H.R.8034) because it “also allocates $9 billion to Hamas” — his description of its humanitarian aid — saying “I will not support both sides of the same war.” He pressed Blinken over conditions on Israel during the Rafah weapons pause (May 2024), says he suspects that if Hamas stops attacking, Israel “will be content to live among its neighbors peacefully,” and did not vote on the July 2026 Massie amendment to strip Israel's military financing.

Why this tier

A 1/2, not a clean 1. His Nay on the April 2024 Israel package is not a step toward withholding weapons: he voted for both Israel-only supplementals, which carried no humanitarian aid, and explained the April 2024 Nay as opposition to the package's humanitarian aid, which he called aid to Hamas, so his own record outweighs what a No vote would usually signal. That leaves a zero-daylight record — reliable pro-Israel votes, opposition to conditions on Israel, and hostility rather than concern toward Gaza aid — which rules out a flat 2. There is no leadership on the issue: no authored Israel legislation, his brand is fiscal and Freedom Caucus politics rather than Israel, and AIPAC paused his donor page in 2024 over the aid vote, but its PAC is back in his 2026 money. Counter-case: a clean 1 if describing Gaza humanitarian aid as money “to Hamas” is read as the kind of hardline rhetoric that marks a clean 1.
