Tier 2/3, between “Mainstream pro-Israel” and “Pro-Israel, critical”

Position

She has been Henrico County Commonwealth’s Attorney since 2011. Asked by Cardinal News whether she would support an arms embargo on Israel, she did not say yes or no: “U.S. military aid must be used responsibly, consistent with American values, international law, and the protection of civilian lives,” backing “humanitarian aid, and de-escalation” and “a two-state solution with a safe and secure Palestinian state and a safe and secure Israel.”

Why this tier

A 2/3, on a thin record: two near-identical questionnaire answers and one campus rally. Asked by Cardinal News about an arms embargo on Israel, and by The Virginian-Pilot about stricter conditions on U.S. aid to Israel, she said neither yes nor no. Both answers say “U.S. military aid must be used responsibly, consistent with American values, international law, and the protection of civilian lives,” and back humanitarian aid and a two-state goal with “a safe and secure Israel,” without invoking Israel’s right to defend itself. Holding military aid to international law and the protection of civilians goes past concern alone, but stops short of conditioning it: she criticizes no conduct by Israel and takes no step to limit weapons. Cardinal News wrote that she “did not directly answer the question,” and at a September 2026 campus rally she declined to state a position, citing “people at the table that I personally don’t want to alienate.” Counter-case: 2, since asked directly about conditions she would not say yes, and her answers read as evasion.
