Tier 2, “Mainstream pro-Israel”

Position

Freshman Democrat (in office since January 2025) who ran as a supporter of Israel, telling Jewish Insider during his 2024 primary that “Israel is an ally. It always has been, and always will be,” that “Israel’s security is paramount to the United States’ security,” and that Israel has the “right to defend itself and mitigate the threat”; he said he had worked on security-assistance packages for Israel as a Senate staffer and would support continuing them. In Congress he voted for the January 2025 bill to sanction the ICC over its Netanyahu and Gallant warrants, which most Democrats opposed, and against the 2025 Greene and July 2026 Massie amendments to cut Israel’s aid, while voting against the September 2026 anti-boycott bill and for the Iran war-powers resolutions. He signed two letters on Gaza’s civilians — a May 2025 letter to Israel’s ambassador saying “Israeli and Palestinian people all deserve to live without fear and have access to the basic necessities” and urging aid “in a way that benefits the people of Gaza,” and Rep. Amo’s November 2025 letter on Gaza’s starvation — as well as the September 2025 letter of House Democrats opposing West Bank annexation.

Why this tier

A 2. His record is reliable pro-Israel support: in January 2025 he voted to sanction the ICC over the Netanyahu and Gallant warrants, which most Democrats opposed, and he voted against the 2025 Greene and 2026 Massie cuts; as a 2024 candidate he said Israel has the “right to defend itself and mitigate the threat.” He has led no Israel legislation, and he voted against the September 2026 anti-boycott bill. What places him at 2 is concern for Gaza’s civilians in letters he signed: Rep. Amo’s November 2025 letter (“People are dying of starvation, including over 100 children”), which records that “the Netanyahu government barred all aid from entering Gaza” from March to late May 2025, and the May 2025 letter pressing Israel’s ambassador, after “your two-month blockade,” to “humanely” facilitate “a significant amount of humanitarian aid in a way that benefits the people of Gaza.” Counter-case: 1/2, since both were group letters, the May letter also says “Hamas cannot be allowed to remain in control of the Gaza Strip,” and none of his own statements addresses Gaza’s civilians.
