Tier 2, “Mainstream pro-Israel”
AIPAC- and DMFI-endorsed Democrat who was an original cosponsor of the Antisemitism Awareness Act in both 2023 and 2025 and in January 2025 signed the Vindman–Schneider letter to the ICC, saying “I remain deeply opposed to the ICC’s shameful and flawed decision to issue arrest warrants for senior Israeli officials” (she voted against both ICC-sanctions bills). She signed the April 2024 Gottheimer–Wilson letter urging Speaker Johnson to bring the Senate’s aid package, with its aid to Israel, to an immediate vote, and voted for that package, the Hamas-financing bill, the “river to the sea” resolution and the Antisemitism Awareness Act (Present on H.Res.894), and against the bill to force the paused bomb shipment and the 2026 anti-boycott bill. In 2026 she cosponsored Waters’ Food for Palestinian Children and Families in Gaza Act (Feb) and UNRWA funding restoration (Apr), and voted Present on the July 2026 Massie amendment, saying “the Netanyahu government is continuing on the exact wrong course” and calling for policy that will “protect Palestinian dignity”; in January 2025 she mourned “the innocent lives cut tragically short in Gaza,” and in September 2025 she signed the letter of 178 House Democrats opposing unilateral annexation of the West Bank.
A flat 2. The record is reliably pro-Israel and includes active advocacy — two original cosponsorships of the Antisemitism Awareness Act and a personal attack on the ICC warrants as “shameful” for “criminalizing a democratic nation’s right to self-defense” — alongside the 2024 aid package and the “river to the sea” resolution. What separates her from 1/2 is concern for Palestinian civilians in her own words without self-defense framing (“the innocent lives cut tragically short in Gaza,” Jan 2025), and her 2026 cosponsorships of UNRWA restoration and the Gaza children’s food bill are humanitarian steps. Counter-case both ways: 2/3 if those cosponsorships and her Present vote on Massie are read as a turn; 1/2 if the Antisemitism Awareness Act cosponsorships and the ICC letter are read as active pro-Israel advocacy that outweighs late humanitarian cosponsorships. Her Massie statement faults Netanyahu’s government rather than the aid itself, and she has taken no step toward limiting weapons.
