Tier 3, “Pro-Israel, critical”
Said by early August 2026 that she would have voted for the July 2026 Massie amendment cutting off Israel's $3.3 billion in foreign military financing; her campaign said she backed it “to stop sending endless weapons to Netanyahu,” and at a May 2026 forum she said, as reported, that no more money should go to Netanyahu. She backs a two-state solution, said in 2025 that “the level of cruelty, the level of destruction has to stop” in Israel and Gaza, and in October 2026 said Netanyahu “dragged our president into this war in Iran.” At an October 25, 2026 candidates’ forum at Temple Adath Yeshurun in Manchester (aired by C-SPAN), asked whether she distinguishes support for Israel from support for its government, she said “we can support our democratic ally in this region, but not support the policies of Netanyahu,” and “we need to let the Israeli people make their decision at the ballot box this week.” A former Portsmouth city councilor, she won the September 2026 primary, after ads attacking rival Maura Sullivan's “AIPAC donors,” to face Republican Anthony DiLorenzo.
A 3, open to 3/4. Backing the Massie amendment is a step toward withholding weapons, and a broad one — it would have struck Israel's $3.3 billion in foreign military financing from the fiscal 2027 bill. But it is a challenger's statement rather than a vote, on an amendment that 103 House Democrats voted for; her reasons are framed around Netanyahu and “endless weapons,” which does not count toward the critical end on its own; and her answers wavered — she did not name the genocide when asked at a May 2026 forum, and in July she would not say how she would have voted, before taking the position by early August in a close primary. She keeps a two-state frame and in 2025 called Israel “our democratic leader in that region of the world”; in October 2026 she again called it “our democratic ally in this region” and drew her line at “the policies of Netanyahu.” The counter-case for 3/4: a pledge to strip all military financing goes as far as the end-of-aid positions rated there and further than the offensive-only ones, and she has said since May that no more money should go to Netanyahu.
