Tier 2/3, between “Mainstream pro-Israel” and “Pro-Israel, critical”

Position

Retired Navy meteorology and oceanography officer running as an independent against Rep. Bobby Scott. His issues page says “I fully support Israel's right to exist as a safe home for the Jewish people,” “I equally support the existence of a Palestinian state and the rights of the Palestinian people,” and that “The October 7th massacre was among the most heinous acts of the 21st century, to which Israel was entitled to respond decisively,” adding that “The Netanyahu government's actions against the general Palestinian population in Gaza and the West Bank have been equally reprehensible and can no longer be ignored in our policy.”

Why this tier

A 2/3, provisionally. He stays inside the pro-Israel frame — Israel as “a safe home for the Jewish people,” entitled to respond “decisively” to October 7, with a Palestinian state alongside it — but he condemns the treatment of “the general Palestinian population in Gaza and the West Bank” as “equally reprehensible” and says it “can no longer be ignored in our policy,” which is criticism of how the war is fought rather than boilerplate concern. He names no step on weapons or aid, and he pins the criticism on the Netanyahu government. Counter-cases: a flat 3 if “can no longer be ignored in our policy” is read as a commitment to act; a flat 2 if criticism aimed at Netanyahu's government is given no critical weight.
