Tier 1, “Firmly pro-Israel”
House Majority Leader; was an original cosponsor of the first Israel-only aid bill under Speaker Johnson (Kay Granger’s H.R.6126, Nov 2023) and pushed the Israel Security Assistance Support Act condemning Biden’s withholding of arms. “We have always stood, this Congress, by our friend, Israel” (House floor, Apr 18 2024, on the resolution condemning Iran's attack). AIPAC is a top career donor. Under Louisiana’s 2026 rules all House candidates run together in an open primary on Nov 3; if no one wins a majority, the top two meet in a Dec 12 runoff.
A 1. He wrote none of the Israel bills he is known for: Kay Granger sponsored the November 2023 Israel-only aid bill (H.R.6126), and Ken Calvert the February 2024 one (H.R.7217) and the May 2024 Israel Security Assistance Support Act (H.R.8369), which forced delivery of withheld arms and barred the executive from withholding military aid Congress had approved. But he was an original cosponsor of all three, listed third among the cosponsors on both aid bills, and as Majority Leader he brought them to House votes. That repeated role as a named co-lead, rather than any single bill, places him at 1. He casts the issue in absolute terms (“if you’re not supporting Israel, you’re supporting Hamas,” May 2024), voted for the November 2023 and April 2024 Israel aid bills and against both amendments to cut its military aid (July 2025 and July 2026), and shows no concern for Palestinian civilians. AIPAC’s PAC has sent his campaign $398,564 in the 2026 cycle, directly and as earmarked donations. Counter-case: 1/2, since he co-led these bills rather than writing them.
