Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

House appropriator who was an original cosponsor of the November 2023 Israel supplemental (H.R.6126), saying it would “provide critical funding to save lives and rid the world of murderous terrorists.” When the Biden administration paused bomb shipments in May 2024 he said “Withholding weapons from Israel abandons our greatest ally in the Middle East as they fight for survival,” and after Netanyahu’s July 2024 address to Congress he said the U.S. “must stand firmly with Israel in its fight to exist and defeat murderous terrorists who are still holding Americans hostage.” He voted for the 2023–24 aid supplementals, H.Res.894, the Antisemitism Awareness Act, H.R.8369 against the arms pause (as an original cosponsor), ICC sanctions (2024 and 2025) and the September 2026 anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, not a clean 1. Every statement sits in the stand-with-Israel and self-defense frame, including a forceful defense of the 2,000-pound bomb shipments during the Rafah offensive, and the one mention of Palestinian civilians that surfaced, in a May 2021 letter he signed that opposed “added conditions on security assistance,” blames Hamas for the harm to them, which rules out a flat 2. He is short of a clean 1 because he co-sponsors and votes rather than leads: no authored Israel legislation, no caucus leadership or fundraising brand, and his most prominent House speech on Israel came in the 2021 Iron Dome debate. Counter-case: a clean 1 if his original cosponsorship of the November 2023 supplemental as a member of the Appropriations Committee, or that 2021 speech, is weighed as leadership.
