Steven Horsford

D · U.S. House, NV-4 · Tier 2/3

Tier 2/3, between “Mainstream pro-Israel” and “Pro-Israel, critical”

Position

An AIPAC endorsee in 2024 who cosponsored Block the Bombs on Oct 31, 2025, one of the later AIPAC-endorsee crossovers — Robin Kelly, Bonamici and Robert Garcia all signed before him — though the signature came after the October 2025 ceasefire, and it sits against two ICC-sanctions Yeas (H.R.8282, H.R.23). $169,447 in direct and earmarked money has reached him through AIPAC’s PAC across the 2024 and 2026 cycles, and he backs strengthening the Iron Dome. In April 2024 he signed the letter urging Speaker Johnson to bring the Senate’s $95 billion supplemental, with its aid to Israel, to a vote, and in September 2025, with most House Democrats, the letter opposing West Bank annexation. Explaining his July 15, 2026 Aye on the Massie amendment to strip Israel’s $3.3B in military financing, he said “American taxpayer dollars should never be appropriated automatically or without accountability” and that security assistance should “protect innocent civilians, and remain subject to rigorous congressional review,” while restating his “unwavering” support for Israel’s right to exist and defend itself. On Sep 16, 2026 Horsford cosponsored the Jewish American Security Act (H.R.9211), an antisemitism bill whose findings say antisemitism includes attacking or demonizing Jews over their “real or perceived connection to, affiliation with, or support for, the State of Israel as a Jewish state.” He has also cosponsored the U.S.-Israel Defense Partnership Act (H.R.1229), which would deepen U.S.-Israel military cooperation and extend the stockpile of U.S. weapons kept in Israel for its use through 2029, since December 2025. On October 6, 2026 he cosponsored H.Res.1618, the House resolution marking the third anniversary of October 7, which supports “Israel's right to self-defense and long-term security” alongside more humanitarian aid for Gazans and Hamas's disarmament.

Why this tier

AIPAC 2024 endorsee who has taken $169,447 from AIPAC PAC across the 2024 and 2026 cycles and who backs ‘strengthen[ing] the Iron Dome.’ He cosponsored Block the Bombs on October 31, 2025 — after the September famine surge and the October 10 ceasefire, a late signer — and on July 15, 2026 he voted Aye on the Massie amendment to strip Israel’s $3.3B in military financing (roll 243) — so he sits at 2/3: two steps toward limiting weapons, against the AIPAC money, his Iron Dome support and his votes to sanction the ICC (Yea on H.R.8282, RC 242, Jun 2024, and H.R.23, RC 7, Jan 2025).
