D · U.S. House, NV-3 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

A member of the Appropriations Committee who split from most Democrats to vote to censure Rashida Tlaib (Nov 2023), for the February 2024 Israel-only supplemental, both ICC-sanctions bills (Jun 2024, Jan 2025), the June 2024 amendment barring the State Department from citing Gaza Health Ministry casualty figures, the September 2024 Anti-BDS Labeling Act, the November 2024 bill letting Treasury strip the tax exemption of nonprofits it deems terror-supporting and the September 2026 anti-boycott bill, and voted No on the July 2026 Massie amendment, on which Democrats split 103 Aye to 98 No; she signed the 2024 letters urging Speaker Johnson to bring the Senate’s aid package to a vote, urging terrorism sanctions on UNRWA employees, seeking a briefing on Iran’s role in “anti-Israel protests” and rejecting South Africa’s genocide case, and co-led the Solidifying Iranian Sanctions Act, which passed the House in April 2024. Her Gaza statements have grown sharper: “The starvation of innocent children is unbearable to watch” (Jul 2025, alongside “providing aid to Israel”), “Palestinians have also suffered unimaginable horrors” (Oct 2025), and, explaining her Massie No, “We cannot turn a blind eye to the horrors being committed by the Netanyahu government against innocent Palestinians, attempts to annex the West Bank, or violence by Israeli settlers against Palestinians in the region” — in a post that also said “The U.S. has both a moral and strategic imperative to ensure Israel can defend itself” and that under future aid agreements “we must ensure Israel abides by the same terms we require of other allies purchasing U.S. arms” (Jul 2026). She voted against H.R.8369 in May 2024, calling it “a dangerous, divisive, and misguided bill.” In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. In September 2025 she signed, with most House Democrats, the Schneider–Raskin letter opposing West Bank annexation.

Why this tier

A 1/2, not a flat 2. Her votes put her in the smallest blocs of Democrats on the pro-Israel side: one of 22 to censure Rashida Tlaib in 2023, and in 2024 one of 16 for the Anti-BDS Labeling Act and one of 15 for H.R.9495, the nonprofit tax-exemption bill. She also backed both ICC-sanctions bills and the 2026 college anti-boycott bill, signed the 2024 letters on UNRWA staff and South Africa’s genocide case, and took $486,655 through AIPAC’s PAC this cycle. Her concern for Palestinian civilians sits beside support for arming Israel. “The starvation of innocent children is unbearable to watch” (July 2025) came in a statement that opens “I have been a staunch supporter of Israel”; her July 2026 words on the Netanyahu government’s “horrors” explained a vote to keep Israel’s military financing; and she opposed the May 2024 bill forcing the paused bombs as one that would “tie both the U.S. and Israel’s hands.” Counter-case: a flat 2, on her October 2025 statements (“Palestinians have also suffered unimaginable horrors”), which carry no self-defense language.
