Tier 2, “Mainstream pro-Israel”

Position

WA-1 Democrat and DCCC chair who voted for the 2021 Iron Dome supplemental and the April 2024 aid package and against the July 2026 Massie amendment to strip Israel's military financing, but voted Nay on ICC sanctions (Jan 2025) and Present on H.Res.894 (Dec 2023). Explaining her Massie vote in July 2026, she said “The American relationship with Israel must change for the good of both the Israeli and Palestinian people”, that Netanyahu has “killed and displaced civilians in Gaza, the West Bank, and Lebanon”, and that “Americans should not be subsidizing this reckless and dangerous behavior” — while affirming Israel's right “to exist and defend itself”. She cosponsored Rep. Jayapal’s Gaza humanitarian-aid resolution (H.Res.473, Aug 5, 2025), the West Bank Violence Prevention Act (H.R.3045, Aug 8, 2025) and the Jewish American Security Act (H.R.9211, Aug 31, 2026), an antisemitism bill.

Why this tier

A 2, with daylight in her own words. Her votes match Democratic Leader Hakeem Jeffries’s throughout: Iron Dome in 2021, the April 2024 aid package, the IHRA bill and the “river to the sea” resolution, No on the 2025 Greene and 2026 Massie cuts, Nays on both ICC-sanctions bills and the 2026 anti-boycott bill, and Present on H.Res.894. She has taken no step to withhold weapons. Explaining her vote against the Massie amendment, which she called overly broad because it also cut humanitarian aid, she said Netanyahu has “killed and displaced civilians in Gaza, the West Bank, and Lebanon,” that “Americans should not be subsidizing this reckless and dangerous behavior,” that Israel “can finance its own military,” and that its right to defend itself “does not excuse the horrifying destruction of innocent life.” She called for “an end to the illegal settler expansion in the West Bank,” signed the October 2024 letter urging President Biden to sanction Israeli ministers Smotrich and Ben-Gvir for driving settler violence and annexation in the West Bank, and in 2025 cosponsored Rep. Jayapal’s Gaza humanitarian-aid resolution and the West Bank Violence Prevention Act and signed letters demanding answers on the detention of Columbia student activist Mahmoud Khalil (March) and, with most House Democrats, opposing unilateral annexation of the West Bank (September). Counter-case for 2/3: her words argue against subsidizing Israel’s military, a sharper line than her votes, and she has backed sanctions over settler violence by bill and by letter.
