Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”
AIPAC 2024 endorsee who voted Nay on the IHRA bill and against condemning “from the river to the sea” in 2024, then cosponsored Block the Bombs in 2025 — real breaks on the substantive votes, not just gestures. In her own words, she does not support the Israeli government’s approach: ‘killing far too many Palestinian civilians, many of them children.’ No public break with AIPAC has been documented: the only statement of any kind is a reporter’s paraphrase in an Apr 30, 2026 Portland Mercury endorsement editorial — no quotation marks, no candidate words — saying she disputes the pro-Israel spending figures attributed to her and will not accept AIPAC donations this cycle. Her own Block the Bombs statement and campaign site say nothing about AIPAC money, and two national roundups enumerating members who swore off it left her off. What is verified is that the money stopped: her last lobby-money dollar arrived Oct 16, 2024 and the 2026 cycle is zero. She still backs a two-state solution, voted for the 2024 aid package, does not call the war genocide, and says she will “continue to support” Iron Dome and David's Sling. In 2025 she signed letters demanding answers on the detentions of student activists Mahmoud Khalil (March) and Mohsen Mahdawi (April), and in September joined most House Democrats on the Schneider–Raskin letter to Netanyahu and his ministers opposing annexation of the West Bank. In September 2026 Bonamici signed the Dexter–Ruiz letter seeking the release of Gaza pediatrician Dr. Hussam Abu Safiya from Israeli detention without charge (Sep 8) and a 72-member letter urging Netanyahu to contain settler violence in the West Bank and “halt further settlement approvals” (Sep 24). In her Oct 7, 2026 anniversary statement she wrote that the three years since the attack have also brought “a disproportionate war in the Middle East,” that “Tens of thousands of civilians, including children, have been killed in Gaza,” and that “The war and violence must end now.” In June 2026 Bonamici signed a letter to Secretary of State Marco Rubio, led by Reps. Becca Balint and Joaquin Castro, on Israel’s operations in southern Lebanon, saying Israel’s “targeted, mass destruction of civilian homes and infrastructure does not constitute Israeli self-defense” and asking that, if U.S.-origin arms were confirmed in those operations, the administration “stop arms transfers being used in these operations until these violations cease”; the letter also affirmed that “Israel has a right to defend itself.”
A 3/4. Her one weapons bill is Block the Bombs, which she cosponsored on September 2, 2025, more than three months after it was introduced, and in May 2024 she signed the Jayapal–Dean letter urging President Biden to “immediately withhold certain offensive military aid” to head off an assault on Rafah; she also voted Aye on the July 2026 Massie amendment to strip Israel’s $3.3 billion in military financing but has not explained that vote, and in June 2026 she signed the Balint–Castro letter asking the administration to stop arms transfers used in Israel’s operations in southern Lebanon until the violations cease. She signed the April 2024 Gottheimer–Wilson letter urging Speaker Johnson to bring the Senate-passed $95 billion supplemental, with its military aid to Israel, to an immediate vote and then voted for it, says she will “continue to support” Iron Dome and David’s Sling, keeps a two-state frame and has not used the word genocide. Through AIPAC’s PAC (direct and earmarked), $20,200 reached her in 2022 and $2,354 in 2024, and nothing since. Beside those steps stand her Nays on the bill forcing the paused bomb shipment (May 2024), the IHRA bill and the “river to the sea” resolution, her original cosponsorships of UNRWA restoration and the Gaza humanitarian-aid resolution, her signatures on the January 2024 Pressley–Raskin letter urging the State Department to affirm U.S. opposition to the forced displacement of Palestinians from Gaza and the August 2025 Pressley–Pettersen letter urging Secretary Rubio to press Israel to allow a surge of aid into Gaza, above all infant formula, and her own words that the Israeli government is “killing far too many Palestinian civilians, many of them children.” Counter-case: 3, since the Lebanon letter is a co-signed request that also affirms Israel’s right to defend itself, and the Massie Aye is unexplained.
