Terri Sewell

D · U.S. House, AL-7 · Tier 2

Tier 2, “Mainstream pro-Israel”

Position

Original cosponsor of the Oct 2023 'Standing with Israel' resolution; backs two-state and a bilateral ceasefire; not a Block the Bombs cosponsor. The only Alabama member to sign the bilateral-ceasefire letter. She voted for the 2024 aid package; her statement on it listed “humanitarian assistance to civilians in Gaza” among four purposes, beside helping Ukraine, defending Israel and deterring China. She sits on Ways and Means and House Administration. She cosponsored the West Bank Violence Prevention Act (H.R.3045), which would sanction perpetrators of settler violence in the West Bank and officials connected to it, in October 2025; the month before, she signed the Schneider–Raskin letter to Netanyahu opposing West Bank annexation.

Why this tier

A flat Tier 2, resting on concern for Palestinian civilians. She has a reliable pro-Israel record — original cosponsor of the ‘Standing with Israel’ resolution, backs Israel’s right to self-defense, voted the 2024 aid package — with no leadership on the issue and no conditioning act. What holds her at a flat 2 rather than 1/2 is genuine Gaza-civilian consideration: she was the only Alabama member to sign the bilateral-ceasefire letter (“prioritizing the protection of innocent lives, providing humanitarian assistance”), she signed the August 2025 Pressley–Pettersen letter urging Secretary Rubio to press Israel’s government for a surge of aid and infant formula into Gaza, and her statement on the 2024 aid vote listed humanitarian assistance to civilians in Gaza as one of four purposes, beside Ukraine, Israel’s defense and China. Her insistence on a bilateral (not unilateral) ceasefire and Israel’s right to keep fighting Hamas is the liberal-Zionist frame that keeps her at 2, short of 3.
