Tim Moore

R · U.S. House, NC-14 · Tier 1

Tier 1, “Firmly pro-Israel”

Position

As speaker of the North Carolina House he was lead sponsor of an October 10, 2023 resolution, adopted 104-0, urging Congress “to offer full and unequivocal support of Israel financially and otherwise for as long as it takes,” and of the SHALOM Act (HB 942), filed in April 2024 amid campus Palestine-solidarity protests and signed that July, which writes the IHRA definition of antisemitism into state law. Defending the act he named “'Israel out of Gaza'” alongside “'death to Israel'” as speech that “crosses that line,” while saying a protest sign against “the actions in Gaza” was “fine.” In Congress since January 2025 he has voted for ICC sanctions, H.R.8595 and the September 2026 anti-boycott bill and against the 2025 Greene and 2026 Massie cuts, cosponsored the U.S.-Israel Defense Partnership Act (H.R.1229) and the July 2026 bill to replace UNRWA (H.R.9680), and framed his February 2026 statement on the Iran strikes around a regime that “has spent decades working against the safety of the United States and our allies.”

Why this tier

A clean 1, on authorship as a legislative leader. As speaker he wrote the resolution urging Congress to back Israel “for as long as it takes” three days after October 7, and the SHALOM Act — an IHRA-definition law filed amid campus Palestine-solidarity protest and defended by counting “Israel out of Gaza” as crossing the line — which is leadership in the crackdown on that activism, not a reliable vote. His House votes are zero-daylight, he backs replacing UNRWA, and no concern for Palestinian civilians surfaced. Counter-case: a 1/2 if acts before Congress are discounted or a state antisemitism-definition law is read as antisemitism policy rather than Israel policy; that law adds no penalties, carries a First Amendment clause, and he said protest against Israel’s conduct in Gaza is “fine.”
