Tom Cole
R · U.S. House, OK-4 · Tier 1
Tier 1, “Firmly pro-Israel”
Chairman of the House Appropriations Committee and lead sponsor of the $26.4 billion Israel Security Supplemental Appropriations Act (H.R.8034, April 2024), which also barred funding for UNRWA; his office says he co-drafted the May 2024 Israel Security Assistance Support Act (H.R.8369) to force delivery of the weapons Biden paused, saying military aid “to eradicate Hamas” “must be delivered without delay.” He called Biden’s April 2024 warning that Israel address the humanitarian crisis in Gaza “unacceptable”, told Biden in May 2024 “to stop appeasing terrorists and stand with Israel”, and co-wrote a January 2025 op-ed saying “Israel needs munitions and unwavering support from allied countries.” He voted for every tracked Israel measure he was present for — the November 2023 and February 2024 Israel supplementals, censuring Tlaib, H.Res.894, ICC sanctions (June 2024 and January 2025), the FY2027 State Department bill and the September 2026 anti-boycott bill — and against the Greene (2025) and Massie (2026) cuts to Israel’s military aid and the two June 2026 Lebanon war-powers resolutions.
A clean 1. Cole writes the Israel legislation rather than only voting for it: he sponsored the $26.4 billion April 2024 Israel supplemental and its UNRWA funding ban, his office says he co-drafted the bill to override the 2024 arms pause, and as Appropriations chair he steers Israel’s yearly military financing (“Provides unwavering support for Israel”, July 2026). His words match the record — he rejected any US leverage over Israel’s conduct in Gaza and called the humanitarian warning to Netanyahu unacceptable — and no concern for Palestinian civilians in his own words surfaced. Counter-case: a 1/2 if carrying the Speaker’s supplemental is read as a duty of the chair rather than a personal champion role; that package also carried about $9 billion in humanitarian aid, part of it for Gaza, though he has not spoken about it.
