Tom Emmer

R · U.S. House, MN-6 · Tier 1

Tier 1, “Firmly pro-Israel”

Position

House Majority Whip, the No. 3 Republican, whose leadership office has run a steady Israel message operation: in February 2024 he hosted a roundtable with AIPAC, the CUFI Action Fund, FDD Action, JINSA and the Republican Jewish Coalition on “continued support for our strongest ally”, and in May 2024 he whipped the bill to force delivery of the paused weapons (H.R.8369) with a release of lobby endorsements. He called the Biden administration’s call for a temporary ceasefire in Gaza “a total betrayal of our ally, Israel, and a gift to Hamas terrorists” (February 2024), said a White House endorsement of a two-state solution “would be the worst betrayal of our strongest ally in the Middle East” (January 2024), and urged governments to “defund” the “pro-terrorist international court” over the Netanyahu warrant applications (May 2024). He voted for every tracked Israel measure he was present for — the 2023–24 supplementals, censuring Tlaib, H.Res.894, the Antisemitism Awareness Act, H.R.8369, both ICC-sanctions bills and the September 2026 anti-boycott bill — and against the Greene (2025) and Massie (2026) cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. In a joint statement released Oct 23, 2026, he and Minnesota’s other Republican House members, Pete Stauber, Michelle Fischbach and Brad Finstad, condemned commentator Hasan Piker’s scheduled appearance with Rep. Ilhan Omar and State Sen. Omar Fateh, saying Piker “declared he would vote for Hamas over Israel” and that “Antisemitism, hatred, and the glorification of terrorism and political violence have no place in Minnesota or anywhere in the United States.”

Why this tier

A clean 1, on leadership rather than authorship. As Majority Whip Emmer has used the leadership office to organize House support for Israel — convening the pro-Israel coalition and whipping the 2024 bill forcing delivery of the paused bomb shipment with its endorsements — and his statements go beyond reliable support to rejecting a temporary ceasefire in Gaza and a Palestinian state outright. His February 2025 line that Trump would “help secure peace for innocent civilians in Gaza” sat inside a statement pledging that support for Israel “will not waver”, so it is not daylight. Counter-case: a 1/2 if whipping and message work are read as party-leadership duties rather than Israel leadership; he has authored no Israel legislation.
