Tom Kean Jr.

Tier 1, “Firmly pro-Israel”
House Foreign Affairs Republican, chair of its Europe subcommittee in 2024, who writes Israel measures: with Jared Moskowitz he led H.Res.1143 condemning Iran’s April 2024 attack on Israel — adopted by the House — which backs “Israel’s right to respond to this aggression through military, diplomatic, economic, and other necessary means,” and he co-led the 2025 American-Hellenic-Israeli Eastern Mediterranean security partnership bill (H.R.2510) and the Remembering American Hostages Act (H.R.5772), which adds October 7 to the federal hostage-flag dates. He cosponsored the November 2023 Israel supplemental, saying Israel was responding “to the pure evil that Hamas has unleashed,” and brought an IDF reservist as his guest to Netanyahu’s July 2024 address, carrying the soldier’s dog tags “into the chamber today with pride.” He has voted for every tracked Israel measure — the 2023–24 aid bills, H.Res.894, H.R.8369, both ICC-sanctions bills and the September 2026 anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts. At his only debate with Democrat Rebecca Bennett, on September 27, 2026, he said “Israel is absolutely justified in what it is doing in response to those October attacks” and that “they need to be able to win this war”; asked about limiting weapons sales to Israel and sending U.S. troops if necessary, he said “I will do everything in my power to help Israel win this fight” (only JNS reports those words; the Bucks County Herald reports his answer on troops as “We should have their back in every way”). In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A clean 1. Kean authors and leads Israel measures from his Foreign Affairs seat — the House-adopted resolution backing Israel’s response to Iran “through military, diplomatic, economic, and other necessary means,” and co-lead roles on the U.S.–Israel–Greece–Cyprus security bill and the hostage-remembrance bill — and his symbolic acts, the IDF guest and dog tags at Netanyahu’s address, match. His one acknowledgment of Palestinian suffering (Oct 2025) attributes it wholly to Hamas, in a statement praising “the brave defenders of Israel,” so there is no daylight. Counter-case: a 1/2, discounting a resolution about Iran’s attack and a regional partnership bill as leadership on Israel’s war in Gaza.
