Tom Perriello
D · U.S. House, VA-5 · Tier 4/5
Tier 4/5, between “Critical / conditions aid” and “Critical on most positions”
He was a one-term Rep. (VA-5, 2009–11), Obama’s envoy to Africa’s Great Lakes region and U.S. Special Envoy for Sudan (2024–25). His campaign’s foreign-policy page says he “supports an end to military aid to countries committing genocide, crimes against humanity and grave violations of international law. This includes an end to military aid to the Israeli government, in the wake of acts of genocide in Gaza, Israeli military attacks in Lebanon, and settler attacks in the West Bank.” In the House he voted to recognize Israel’s right to defend itself against attacks from Gaza (January 2009), to oppose the UN Goldstone report, and for the 2010 Iron Dome authorization.
A 4/5 split. On its face his platform reaches the Tier 5 position — an end to military aid to the Israeli government, not just offensive arms — and it names “acts of genocide in Gaza,” which is why this is 4/5 rather than 4. What holds it short of a clean 5 is that Tier 5 needs a firm, consistent stance: this is a single platform paragraph framed as enforcing U.S. atrocity law against “every government, friend or foe,” it stands against a 2009–10 House record that backed Israel during the 2008–09 Gaza war, opposed the Goldstone report and authorized Iron Dome aid, and he did not answer Cardinal News’s questionnaire, including its arms-embargo question, before the August primary. No BDS, anti-Zionist or right-of-return position. Counter-cases: 5 on the plain words; 4 if the late conversion and the single statement weigh more.
