Tom Suozzi

D · U.S. House, NY-3 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Visited Israel Dec 2023 (Kfar Aza; met hostage family of LI native Omer Neutra); voted for Iron Dome replenishment and the 2024 Israel supplemental. On that December 2023 trip he said “we need strong, outspoken pro-Israel Democrats in Congress.” Pro-Israel America endorsed him in 2024. He was a lead Democratic cosponsor of the SHIELDS Act — human-shields sanctions on Hezbollah and Hamas, sponsored by Mike Gallagher — signed into law Dec 21, 2018. In a Sep 16, 2026 Jewish Insider interview Suozzi said he “decided years ago that I would be a supporter of Israel through thick and thin, based upon my travel there and different experiences I’ve had in my life,” and that on the issue “I’m a little bit more fearless than I was last time around.”

Why this tier

A 1/2, not a clean 1. Suozzi is an outspoken pro-Israel Democrat who says he decided years ago to be “a supporter of Israel through thick and thin” (Jewish Insider, September 2026). He voted for the April 2024 aid package, the bill forcing delivery of the paused bombs, the “river to the sea” resolution, the Antisemitism Awareness Act, both ICC-sanctions bills and the September 2026 college anti-boycott bill, and against the July 2026 Massie amendment. In 2024 he also signed letters urging Speaker Johnson to bring the Senate’s aid package to an immediate vote (April), asking the Treasury and State Departments to designate and sanction UNRWA employees accused of taking part in the October 7 attacks (May) and seeking a classified briefing on the Iranian government’s efforts to “promote and encourage anti-Israel protests” (July). His legislative leads on Israel date from his first stint in the House: he sponsored H.Res.328 (May 2017), commemorating the 50th anniversary of “the reunification of Jerusalem,” and the Disarm Hizballah Act (H.R.5540, April 2018), and he was the lead Democrat on Mike Gallagher’s SHIELDS Act from its July 2017 introduction, sanctioning Hezbollah and Hamas for using human shields; it was signed into law in December 2018. His 2026 lead, the buffer-zone bill he helped negotiate into the Right to Worship Act, protects all houses of worship rather than addressing Israel. On Gaza he has blamed Hamas alone — “they are killing their own people” (December 2023) — though in September 2025 he co-signed a letter of 30 House Democrats to Secretary Rubio saying “the hunger crisis and suffering of civilians in Gaza—particularly among children—requires urgent action to stop the violence, expand humanitarian assistance, and build a better future.” Counter-case: a 1 if these leads and a pro-Israel stance he calls “a little bit more fearless” are read together as leadership.
