Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Ohio Republican who co-led, with Buddy Carter and Energy and Commerce chair Cathy McMorris Rodgers, a 25-member letter to TikTok's CEO in November 2023 that cited the #freepalestine hashtag's 946 million views and called the platform's war content a “deluge of pro-Hamas content” that is “driving hateful antisemitic rhetoric and violent protests on campuses across the country.” Backing the November 2023 Israel supplemental, he said Israel had “fended off heinous attacks from terrorists who are intent on wiping them off the map” and that “the United States will always stand with Israel and its people.” He has voted the pro-Israel side of every tracked measure — the 2023–24 Israel supplementals, H.Res.894, the Antisemitism Awareness Act, the May 2024 bill to force the paused bomb shipment (H.R.8369, which he cosponsored on introduction, as he did the November 2023 supplemental), both ICC-sanctions bills, the Gaza casualty-figures amendment and the September 2026 anti-boycott bill — and against the 2025 Greene and July 2026 Massie cuts.

Why this tier

A 1/2, not a clean 1. Every tracked Israel vote went the pro-Israel way and his statements speak only of Israel's defense, antisemitism and withholding U.S. funds from Gaza while hostages are held there (he cosponsored the Stop Taxpayer Funding of Hamas Act, H.R.5996, in October 2023), with no concern for Palestinian civilians in his own words — no basis for a flat 2. His one initiative is the November 2023 TikTok letter he co-led, which treated #freepalestine content as terrorist propaganda; it targets Palestine-solidarity speech, but it is a single co-led letter and none of his 63 sponsored bills and resolutions, or his one amendment, concerns Israel. Counter-case: a clean 1 if co-leading that letter is read as a campaign against Palestine-solidarity expression.
