Valerie Foushee
D · U.S. House, NC-4 · Tier 3/4
Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”
Original cosponsor of the Ceasefire Compliance Act (H.R.7645, Casten, Feb 23 2026 — day of introduction); cosponsored Block the Bombs (H.R.3565) on Aug 8 2025, 31st of 82 and about eleven weeks after the May 21 2025 introduction, the West Bank Violence Prevention Act, and the McCollum Palestinian children’s-rights bill (H.R.7545, Apr 16, 2026); voted Nay on H.R.7006, the Financial Services and National Security / Department of State appropriations bill (roll 28, Jan 14 2026), which she told Indy Week she opposed 'due to the inclusion of $3.3 billion for Israel'; she also voted Nay on H.R.8595 (roll 247, Jul 15 2026), citing the SAVE Act and riders rather than Israel; swore off AIPAC entirely for 2026 after ~$2.9M in AIPAC-aligned spending elected her in 2022. But her Nov 3, 2023 statement said 'Under international law, Israel has the indisputable right to defend herself'; separately, in April 2024 she flew to meet Netanyahu on an AIPAC-organized trip, frames around a two-state/bilateral ceasefire, and avoids 'genocide.' Won the March 2026 primary over Bernie-backed Nida Allam by less than one point. She voted against the NDAA three years running. Letters she signed backed refugee status for Gazans with U.S. citizen or permanent-resident relatives (June 2024), demanded answers on the detention of the student activist Mahmoud Khalil (March 2025), urged Secretary Rubio to press Israel to allow a surge of aid into Gaza, above all infant formula (August 2025) and opposed West Bank annexation with most House Democrats (September 2025). Foushee cosponsored Tlaib’s Lebanon war-powers resolution (H.Con.Res.83) on Apr 9, 2026. On Sep 8, 2026 Foushee signed the Dexter–Ruiz letter seeking the release of Gaza pediatrician Dr. Hussam Abu Safiya from Israeli detention without charge. On Oct 13, 2026 she announced she was cosponsoring Joaquin Castro’s Stop the Settlements Act (H.R.10642), “to enact mandatory sanctions on anyone involved with Israel’s settler expansion in the West Bank or Gaza, and ban imports from Israeli settlements,” writing that “These land grabs and the continued destruction of Palestinian property are unacceptable” and are “forcefully displacing innocent civilians from their homes.” Jewish Insider reported on Oct 23, 2026 that Foushee was among about 30 signers of a draft letter, led by Rep. Ro Khanna and gathering signatures through Nov 6, urging the negotiators of the 2027 defense authorization bill to strip its U.S.-Israel defense-technology cooperation provisions; the draft, which cites Israel’s conduct in Gaza, the West Bank and Lebanon, says “These are not the actions of a government whose defense establishment should be granted deeper access to American military technology, nor rewarded with U.S. defense contracts,” and asks that any framework kept “carry human rights conditions consistent with those governing other United States security assistance.”
A real conditioning-aid record — three conditioning bills plus a vote against the State Department package over its $3.3B for Israel, an Aye on the July 2026 Massie amendment to strip Israel’s $3.3 billion in military financing and a total break with AIPAC — moves her out of mainstream territory. In October 2026 she added the Stop the Settlements Act, which would sanction settlement expansion and ban settlement imports, calling the land grabs “unacceptable.” But a 2024 Netanyahu meeting, 'indisputable right to defend herself' framing, recent AIPAC money, and her avoidance of 'genocide' hold her to a contested 3/4.
