Tier 1, “Firmly pro-Israel”

Position

Author of the Protect Economic and Academic Freedom Act (H.R.4795), which bars colleges that join “a nonexpressive commercial boycott of Israel” from Higher Education Act funds and passed the House 237–169 in September 2026; she said it makes clear “concrete campaigns of antisemitism in the form of BDS boycotts have no place in any facet of civil society,” and she wrote its 2024 predecessor (H.R.10257) with Gottheimer. As Education and Workforce chair she led the House's year-long investigation of campus protest after October 7, whose October 2024 report found administrators “put the wants of terrorist sympathizers over the safety of Jewish students” while she described “antisemitic mobs” ruling “over so-called elite universities”; as Rules chair she also sponsored H.Res.1499, the resolution that set up the House vote on her boycott bill (Aug 2026). She voted for every tracked Israel measure — the Israel-only supplementals of November 2023 and February 2024 and the April 2024 package, H.Res.894, the May 2024 bill to force the paused bomb shipment, both ICC-sanctions bills and the June 2024 amendment barring use of Gaza Health Ministry casualty figures — and against the 2025 Greene and 2026 Massie cuts. Her October 2025 statement on the ceasefire spoke of Israeli families and “the Jewish people,” not of Gaza. In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1. She wrote the anti-boycott bill the House passed in September 2026 and its 2024 predecessor, and as committee chair she drove the post–October 7 campus investigation that cast student protesters as “terrorist sympathizers” — authored legislation and personal leadership against BDS, well beyond reliable votes. No statement of concern for Gaza's civilians during the genocide was found.
