Tier 2, “Mainstream pro-Israel”

Position

Has “always supported Israel’s right to exist and defend itself”; voted for the ICC-sanctions bill; took an Aug 2025 Israel trip sponsored by AIPAC’s foundation; but in July 2025 condemned starvation of civilians. AIPAC’s super PAC spent about $8.6M in the 2024 primary in which he unseated Cori Bush — $3.36M supporting him and $5.24M against her — and about $3.1M more in July 2026 before he beat her again, 59.2% to 36.9%, in the 4 Aug rematch. He declines to call it genocide but called the humanitarian crisis “dire” after the January 2025 ceasefire and in July 2025 said he could not stand by “allowing children to starve and firing on civilians seeking food,” adding, “This isn’t self-defense. It must stop.” In September 2025 he signed the Schneider–Raskin letter to Netanyahu opposing West Bank annexation.

Why this tier

A close but clear flat Tier 2, resting on concern for Palestinian civilians. He has a firm pro-Israel record — he unseated Cori Bush in 2024 and beat her again in the 2026 rematch, with about $11.7M in AIPAC super PAC spending behind him across the two races, backs Israel’s right to defend itself, voted to sanction the ICC, took an AIPAC/AIEF Israel trip, and declines the word “genocide”. What holds him at a flat 2 rather than 1/2 is repeated Gaza-civilian consideration in his own words: he called the humanitarian crisis “dire” at the January 2025 ceasefire and in July 2025 said he could not stand by “allowing children to starve and firing on civilians seeking food” — though three days later he credited Israel with “expanding humanitarian access” and aimed his “without delay” aid demand at “the UN and other international agencies.” He has taken no step toward limiting weapons, and the ICC-sanctions vote sits on the pro-Israel side without erasing that concern.
