Tier 2, “Mainstream pro-Israel”

Position

Pastor running on the new American Center Party line. His campaign's “Where I Stand” answer on “Foreign Assistance, Israel, and Gaza” says the U.S. “should remain a friend of Israel, but friendship does not require automatic agreement”, that “Israel has a right to defend itself, and I believe Palestinian civilians must be treated humanely”, and that instead of “open-ended military grants” U.S. military assistance “should generally be provided through American arms sales or repayable loans”.

Why this tier

A 2, on a thin record: one answer on his campaign site. He keeps a pro-Israel frame — the U.S. “should remain a friend of Israel,” and “Israel has a right to defend itself” — and his words that “Palestinian civilians must be treated humanely” come in the same sentence as Israel’s defense. What places him at 2 is his aid stance: instead of “open-ended military grants,” U.S. military assistance “should generally be provided through American arms sales or repayable loans.” That ends grant aid while Israel keeps buying or borrowing for its weapons, framed as a general rule that “every nation must accept primary responsibility for its own defense,” with nothing said against Israel’s conduct. He would leave humanitarian relief and ceasefire diplomacy mainly to the United Nations. No leadership on the issue. Counter-case: 2/3, weighing his “friendship does not require automatic agreement” as daylight.
