How to read “Value.” Captured = a vote tied to the roster’s grading. High value = a clean tier discriminator not yet pulled (early aid votes with large Nay blocs; ICC-sanctions votes where a Yea is a distinct pro-Israel marker). Near-unanimous = passed ~unanimously, so only the handful of dissenters carry signal. Omnibus/noisy = NDAA or omnibus bills where a Nay often reflects unrelated politics, so the vote is a weak Israel signal. Senate = only helps the roster’s Senate candidates.

Voice votes & unanimous consent (e.g., S.Res.408, several H.Amdts) are omitted — no individual record exists. Procedural votes (cloture, recommit) are excluded per CRS.

A vote that didn’t happen (June 2026). Rep. Massie’s amendment to H.R.8595 to strip Israel’s ~$3.3B annual military aid (Foreign Military Financing) was ruled in order on June 23, 2026, then pulled by the House Rules Committee as “out of order” amid a Democratic split — so it never reached a floor vote and has no roll call. That is the $3.3B FMF, separate from the $500M cooperative missile-defense / Iron Dome funds in the Greene amendment above (which did get a vote, July 18 2025).

Beyond CRS. The final table is the roster’s own additions: the IHRA vote (H.R.6090 #172) and the “river to the sea” denunciation (H.Res.883 #134) — tier discriminators CRS omits; the Greene amendment to strip Israeli missile-defense funds (H.R.4016 #207), a floor amendment rather than final passage; the 2021 Iron Dome supplemental (#275), which predates the report’s Oct-7-2023 window; and the four conditioning/legitimacy bills we track by cosponsorship (Block the Bombs, genocide-recognition, Nakba, UNRWA), which never reached a roll-call vote.
